Autumn 2006 -- Issue No 109

Welcome to the autumn 2006 newsletter and a very warm welcome to all new Residents who have recently moved onto the Estate. You are  invited to join the Residents Association and contribute actively to maintaining this beautiful Conservation Area. Japan Services have again kindly sponsored this issue.  

In this issue you will find updates on changes around the Estate and the minutes of the AGM, held at the beginning of May.  

New Year Party
The Flats and Houses Residents Associations are organising a 12th Night Party on Saturday January 6th from 4-7pm in the refectory at Ellen Wilkinson school. All residents are invited and details will be circulated separately.  

Traffic Management
The width restriction barrier has finally been replaced in Hanger Vale Lane after on-going pressure from us and in particular from Bob Gurd of the Haymills Residents Association. The traffic island has finally been erected in Vale Lane, to stop vehicles being driven the wrong way around the top of the roundabout.  

The Proposed Uxbridge Road Tram
Newly elected Conservative Council has withdrawn Council support for the tram, joining Hounslow and Hammersmith. There is no news yet of the review scheduled for this autumn. Controlled Parking Zone
Ealing Council have implemented the CPZ scheme for our Estate, which has resulted in 25-30% fewer less cars parked during the day. We have asked for some changes to further improve parking. Parking remains a problem at night and residents are urged to use their garages. Parking is not allowed in the service roads.  

The Estate Gardens
Our tree surgeons have visited the Estate to plan the removal and replacement of dead trees, to reduce the crown and make safer the large red horse chestnut tree at the junction of Princes Gardens and Vale Lane. They will also cut back overgrown shrubs in all the gardens and along the Princes/Tudor Gardens service road. This will help to improve pedestrian security.  

The Pond Garden
After consultation, a very attractive new design has been agreed and the gardeners have started work. The final phase will be the refurbishment of the pond itself.  

Household & Garden Refuse Collection
Christmas refuse collection times are listed in the December edition of Around Ealing p6. For up to date information about refuse collection services for household waste, where to collect Free Recycling Sacks for garden waste, for  special collections and the address of your local Refuse Disposal Sites visit: www.ealing.gov.uk/services/environment Please do not dump garden waste in the service roads or over the fence into Masons Green Lane.  

Neighbourhood Watch
Our thanks to Trudy Prescott who has taken over as Chair and is working most enthusiastically with residents and the recently implemented Safer Neighbourhood Police Team. Her contact details are: tprescott@tprescott.co.uk or 07850 867 192.    

Hanger Hill Safer Neighbourhood Policing
Our dedicated Team has been established and consists of four officers rising to six next year. They will be tackling the quality of life crimes and issues that affect the day-to-day lives of the public in our Ward. You may have noticed the Police Community Support Officers (PCSOs) patrolling our streets. They are currently based in Provident House, 020 8721 2947. Sergeant Bill Hermitage, PCX Keith Long, PCSO Ian Muxlow. Any problems give them a call.

Security & Safety - New Street Lights
At last, at last!! The street light improvement scheme we have been campaigning for, for so long, is being implemented. Earlier this year we consulted with the Council on the EDF proposals for the new street lights, to hopefully ensure the problem areas are being tackled. Installation has been completed in Princes Gardens and Links Road with other roads to follow.  

Security & Safety - Gating Service Roads
The extremely drawn out process of obtaining Planning Approval is now nearing an end. A detailed pre-application meeting was held with the new Head of Conservation Planning and the Crime Prevention Officer, including a site visit to view a similar gating scheme on another Estate.  We are now working up revised drawings for each entrance prior to submitting a new application.

Our application for funding under the Council’s Alley Gating Scheme 2006-7 has been successful for approximately 70% of the estimated cost.

Conservation Status -Planning
House Owners and Residents are reminded that the Hanger Hill Garden Estate is a designated Conservation Area. House owners and residents must obtain Planning Permission before making exterior changes to houses, garages and gardens. For a free copy of Ealing Council’s Design Guide, which sets out how to maintain property in keeping with the Conservation rules, call Ealing Planning Services 020 8825 5000 or click here for a download (it's a large file so may be slow to appear).

The Estate is also subject to Article 4 Planning Directions, which prohibit the removal of hedges, trees, the paving over of front gardens and their use for off street parking.  

Planning Enforcement
The Council has far reaching Enforcement Powers with a maximum fine of £20,000. So make sure your architect or builder knows what is required. Also remember that once a breach of planning is on file, it is attached to the house deeds.  

The Conservation Panel
John Fidler, who worked for English Heritage and chaired the HHGE Conservation Panel, is leaving the area. Our thanks to him for all his hard work over many years.  

Residents Association Subscription
More than 90% of Houses residents now regularly support the Residents Association by paying the annual Membership subscription, which is only £30. If you have not yet paid this year please do so rather than let everyone else pay for you. You should pay the Treasurer direct, cheques payable to HHGERA. We accept pro-rata payments for residents moving onto the Estate during the year.
